Gang arrests

An ongoing Tracy police investigation into gang members with guns and drugs led to the arrest of two men in Tracy and one in Stockton.

A news release says Emmanuel Castillo, 21, and Richard Castillo, 28, brothers from Tracy, were arrested April 2 when officers with a warrant searched a house on the 900 block of Suellen Drive, off Lincoln Boulevard north of Grant Line Road.

Police charged the two men with possession of three quarters of a pound of methamphetamine for sale and possession of cocaine for sale. A handgun was found at the house.

Jesse Ruiz, 42, of Stockton, was arrested March 29 during a search of a home there. Ruiz was arrested on firearm sales charges.

Richard Castillo faces numerous charges including possession or purchase of cocaine base for sale, street gang activity of a convicted felon, possession of a controlled substance for sale, felon in possession of a firearm and a prior serious felony. He is being held without bail in the San Joaquin County Jail and is scheduled for a hearing at 8:30 a.m. Tuesday in San Joaquin County Superior Court, Department 8B, in Stockton.

Emmanuel Castillo is charged with possession of a controlled substance for sale, street gang activity of a convicted felon, and possession or purchase of cocaine base for sale. He was released from jail April 4 and will be in court with his brother.

Ruiz also faces multiple charges, including street gang activity. He is in county jail on $500,000 bail and will also be in court Tuesday morning.

The arrests are part of a gang sweep that drew attention March 26 when SWAT teams descended on three homes in Tracy’s Southside and two locations in Stockton and took five alleged gang members and multiple guns off the street.

Of the five men arrested March 26, four are still in the county jail: Javier Fragosa, Matthew Matheny and Jesse Takayama, each on $1 million bail, and Ruben Mesta on $500,000 bail. All four, along with Augustine Tafoya, who was also arrested March 26 but is no longer in jail, will appear in Department 8B at the Stockton courthouse at 8:30 a.m. Tuesday.
